Richard Butler is Senior Manager, Advanced Analytics and Insights at the Office of the National Rail Safety Regulator (ONRSR). He leads the team responsible for ONRSR’s rail safety analytics and the Rail Safety Report, and is focused on changing how the regulator uses data: moving from describing what happened to explaining why, and what it means for safety across the national network.
Richard brings more than two decades of analytical experience to the role. He began his career as an intelligence analyst with West Midlands Police in the UK, where he spent over five years. He then spent 14 years at Royal Automobile Association of South Australia (RAA), including more than six years working in road safety. At RAA he built the Analytics & AI function from a standing start into a 15-person team, and led the organisation’s adoption of generative AI from pilot through to board-endorsed governance. Throughout, his focus has been on building analytical capability that lasts, in people as much as in platforms.
